Even the countries which are termed as Panama republics acted on Panama leaks and no action in India under Modi's leadership which was a litmus test for him given his stand on cruption

This is the "second" largest leak....nothing happened out of the largest one: Panama Papers.
This list is definitely more exclusive and "high-end", therefore there will be no action.
